The British Association of Veterinary Emergency & Critical Care has released the results of a survey into practitioners attitudes to 24-7 and OOH home visits.
360 veterinary surgeons took part in the survey, nearly all of whom have been practising for more than 2 years. 70% work in small animal practice, 12% at a dedicated OOH provider, and the bulk of the remainder in referral or mixed practice. 81% described the work they do as small animal first opinion, and 76% were employees. 35% said they had already responded to the RCVS call for evidence on the provision of 24/7 emergency cover.
26% said they work for a practice that outsources its OOH to a dedicated provider, and more than 85% of those said they would not return to an on-call system.
In terms of dedicated out-of-hours providers, a clear pattern emerged. Namely those practitioners who outsource their OOH feel that patient care, staff safety and professional well-being are all enhanced by dedicated OOH services, but that dedicated OOH comes at a cost of reduced value for money for the pet owner. Customer service between the different OOH provisions is perceived to be similar (on-call better 25%, same 48%, and dedicated better 27%).
Among those practitioners who work for a dedicated OOH service, dedicated OOH services perform best in all categories. 68% responded that OOH customer service is better with a dedicated OOH service compared to an on-call system (12% responded that on-call provided better customer service on average). 44% responded that customer value for money was better with dedicated OOH service compared to 19% who responded that customer value for money was on average better with an on-call system.
Among those practitioners who do their own on-call, customer service and value for money were perceived to be better with an on-call system (42% v 26% and 61% v 15% respectively). In the other categories dedicated OOH services again out-performed an on-call system.
Whether routine or emergency, 'owner demands' were felt to be the biggest reason for home visit requests (41% and 30% respectively). However, 'genuine clinical need' was the main reason cited by 19% of respondents as the main reason for emergency home visits. Inability to move the animal was given as the main reason by a further 28%.
Participants in the survey were asked to score (out of 10) how much their decision to perform a home visit was affected by the threat of a complaint, either to their employer or to the RCVS. Interestingly, 37% said a complaint to their employer weighed heavily on the decision (ranking it 8 or higher) where, by comparison, 52% said the threat of a complaint to the College ranked 8 or higher in their decision making.
69% of respondents said they make visits alone, either sometimes or always. When asked if they had ever felt threatened whilst performing an OOH visit, 48% said yes. This compared to 23% who said that they had felt threatened when performing a visit in normal hours.
When asked to rank (out of 10) the stress home visits cause, 7% said none at all and 36% said 8 or above.
72% said they believe that the profession should continue to be obligated to provide 24/7 for animals.
Respondents were then asked to say whether they support or disagree with the suggestion that the need to perform house visits is removed from the CoPC. 59% were strongly for the idea (scoring it up to 3), compared to 22% who were strongly against it (scoring it 8 or above).
Opinions about whether the College should clarify the need to perform house visits was far more clear cut. 77% strongly supported clarification (scored up to 3), whereas only 16% said there was no need (scored 8 or above).
However, an overwhelming 93% said that they would continue to perform visits in the case of genuine clinical need even if the Code of Professional Conduct was changed to make it dear that there was no risk of disciplinary action for not attending off-site.
The British Equine Veterinary Association (BEVA) has launched two guides to help veterinary professionals and their clients negotiate the complexities of equine insurance.
BEVA highlights that with up to 40% of horses becoming ill or injured in any one year and 25% of insured horses having a claim in any one year, vet fees insurance is a sensible way for horse owners to budget for unexpected healthcare costs.
The Veterinary Surgeon's guide to riding and sport horse insurance provides general guidelines to help vets understand the requirements and issues relating to equine insurance. It explains the three main types of insurance cover available: veterinary fees, death and permanent loss of use, as well as insurance recommendations for pre-purchase and pre-insurance vetting. The final section contains a jargon-busting guide to commonly used insurance terminology.
Complementing the vet guide is The BEVA leisure and sports horse Insurance Guide for horse owners, a handout for clients about to embark on taking out insurance. It covers the frequently asked questions relating to vets fees and death, including when and how to insure, the importance of pre-purchase vetting, exclusions and permanent loss of use.

Pet Anxiety Month aims to educate pet owners about the signs of anxiety in cats and dogs, help them identify the causes, and encourage them to take steps to support anxious pets (presumably by putting multiple diffusers in every home and blanketing large swathes of suburbia in a pea soup fog of pheromones).
Joking aside, the initiative comes on the back of the PDSA Animal Wellbeing report1 which revealed that over half of veterinary professionals think they've seen an increase in dog behavioural issues in the last two years, with over three-quarters of dog owners saying that they would like to change at least one behaviour displayed by their dog and nearly 90% of owners reporting that their cat is afraid of at least one thing.
To support the initiative, Ceva will be running a TV advertising campaign from 7 March until 21 April, which directly targets dog lovers during More4’s Crufts’ programmes (from 7 to 10 March).
The advertisements will also air on Channel 4, Channel 4 partner channels, Sky and Sky partner channels. Both advertisements are 30 seconds long.
Ceva is producing a marketing pack to raise awareness of Pet Anxiety Month containing eye-catching display materials and a social media toolkit.

Assisted by Clover, a Lionhead rabbit and Beanie, a 50+ year old rescued Hermanns tortoise, Jess (pictured right with Clover and Beanie) started visiting pupils three years ago. She's now taught children at schools all over the city, including Coppice Primary School, Billsley Primary School Hall, Green Infant School, as well as Selly Oak Nursery and a number of Brownies groups.
Jess said: "Pet care isn't covered in the school curriculum, but 'people that help us' is, and nursery and school groups are always very keen to find out about the work of veterinary practices as part of that. The children particularly enjoy meeting Clover and Beanie, and we now work with a huge range of local schools and community groups to promote the importance of great pet care.
"Clover is nearly five and has an amazing personality, I've never had a rabbit like her before, and she’s very inquisitive. She is very popular in the schools, partly because of her hair do, but also because she is so calm and loves pupils fussing over her. Beanie was surrendered by her previous owner after being attacked by rats, along with multiple other tortoises. She has damage to her shell from the attack, which helps explain to children why it’s important to have safe housing and how good care is essential when looking after any type of pet.
"Some children I talk to already have a pet in their family, and most want one, so our sessions also teach children about the importance of regular check-up’s, why microchipping is so essential, how to deal with common health issues like fleas and ways to spot when a pet might be under the weather.
"Delivering the sessions is something I'm really passionate about, and I tailor the session following discussions with the school or group I am visiting. The children absolutely love it and there are always plenty of questions, so it’s a really valuable way of raising awareness of the importance of proper pet care from a young age. I've also seen how powerful the presence of Clover and Beanie can be with children with special educational needs, their interaction is something that in some cases has surprised the teachers."
In addition to the educational partnership with local schools, Jess also volunteers with Therapy Dogs Nationwide (TDN). Jess said: "At White Cross Vets we are all given five fully paid donation days where we can support meaningful causes. I became a trained assessor with TDN last year and thoroughly enjoy working with such a fantastic charity, which does vital work in the local community with temperament tested therapy dogs."
Dr Bremner was convicted in 2017 of harassing his ex-wife, and for perverting the course of justice by sending his daughter an e-mail, pressuring her to ask her mother to withdraw the charges against him. He pleaded guilty to both of the charges, saying he did not understand that it was a condition of his bail that he could not contact his ex-wife. He also expressed shame and remorse at his actions, explaining that his behaviour was triggered by extreme anger, grief and stress.
In relation to the charges, the Respondent was committed to prison for 12 months, suspended for 12 months, ordered to comply with a Rehabilitation Activity Requirement within 12 months, and ordered to pay £85 in costs and £115 as a surcharge to pay for victim services.
The Committee found the facts proved based on the certified copy of the certificate of conviction, as well as the Respondent’s admissions to the facts of the charges. It was satisfied that the Respondent brought the profession into disrepute by the seriousness of his convictions. In addition, the Committee regarded the Respondent as having deficient insight and a need to fully accept personal responsibility for his actions and their consequences.
The Committee was also satisfied that the nature of the communications sent by the Respondent which led to the convictions and the breach of bail conditions, coupled with deficient insight amounted to serious professional misconduct and rendered him unfit to practise veterinary surgery.
The Committee considered various mitigating factors including the fact that no actual harm occurred to any animal, there were no concerns raised about the respondent’s practice, that he has a long and unblemished career, and that he showed some insight into his offences which continues to develop.
The Committee also took into account that preventing the Respondent from practicing could mean the loss of jobs for 33 or so employees, which weighed heavily on their decision. The Committee also agreed with the RCVS’s submissions that there was a very low likelihood of repetition of the offending behaviour. Aggravating factors included the emotional harm caused to the Respondent’s ex-wife, and that the harassment was a course of conduct sustained over a period of five months.
Therefore, when taking into account the particulars of this case, the Committee decided to impose a reprimand and warning on the basis that it would be proportionate to maintain public confidence in the profession in light of the serious nature of these charges.
Chitra Karve, chairing the Committee and speaking on its behalf, said: "The Committee was of the view that the conviction for intending to interfere with the course of justice was particularly serious, in light of the need to maintain public confidence in the profession, because it involved a disregard of proper criminal process.
"However, a particular feature of this case is the risk to the jobs of 33 or so employees if the Respondent were to be prevented from practising as a result of the Committee’s imposition of a sanction. It is this mitigating factor which weighed most heavily with the committee and they therefore concluded that both a Reprimand as to this conduct and a Warning as to any future conduct is sufficient and proportionate in this case to meet the need to maintain public confidence in the profession and uphold proper standards."
Mr Bremner has 28 days in which to make an appeal about the Committee’s decision to the Privy Council.
Paragon is being built by the Linnaeus Group, which says the new centre will be one of the largest and best-equipped in the UK when it opens its doors early in the New Year.
The new centre follows the Linnaeus Group's acquisition of Dewsbury-based Calder Vets last year.
Calder Vets' existing referral teams, together with two ophthalmologists from its Mirfield branch, will be transferring to Paragon. Meanwhile, Calder Vets will move to solely first-opinion work.
Currently nearing the end of construction, the centre will have eight consulting rooms, five operating theatres, MRI and CT scanners, intensive care facilities along with an all-digital imaging department.
A total of up to 80 staff will be employed at Paragon, including up to 18 referral vets and 32 veterinary nurses.
Specialist services will include cardiology, neurology, ophthalmology and orthopaedic and soft tissue surgery.
Positions currently available include a diagnostic imager, internal medicine specialist, neurology specialist, oncology specialist and an ophthalmologist, as well as various nursing posts.

Boehringer Ingelheim Vetmedica has launched Pexion (imepitoin) a novel treatment for canine idiopathic epilepsy.
Canine epilepsy can affect up to 5% of dogs6. In most dogs diagnosed with idiopathic epilepsy no underlying cause for the seizures can be found. While the condition can affect any dog, it is more common in young (one to five year old), purebred dogs such as Labradors, Golden Retrievers, German Shepherds, Boxers, Vizlas, Beagles, English Springer Spaniels, Irish Setters, Poodles and Dachshunds.
Boehringer says Pexion has a highly targeted mode of action1-3 to suppress a dog's seizures. It starts to work within a few hours and reaches steady state within three days4,5. Boehringer claims this will make it easier to stabilise epileptic patients. It also says there is no evidence of hepatotoxicity or liver-associated enzyme elevation, so repeated blood tests for liver enzymes or therapeutic levels are no longer required.4,5
Pexion is available in 100 mg and 400 mg tablets. The tablets are white, scored and divisible in half. Both tablet strengths are available in 100 tablet packs from veterinary wholesalers.

The Society of Practising Veterinary Surgeons (SPVS) has launched its 2015 Fee Survey, which enables veterinary practices to review their pricing structure and benchmark it against other practices around the country.
Open to both SPVS members and non-members, SPVS is encouraging all practices to complete a questionnaire to give as accurate a picture as possible of the fees charged by veterinary practices nationwide.
SPVS says the questionnaire does not take long to complete and covers everything from vaccinating, microchipping and neutering small animals to calving and routine on-farm fertility work in livestock practices and performing a five stage vetting and dental work in equine practices.
Peter Brown, author of the survey and SPVS Council member said: "The Fee Survey has become the go to resource for benchmarking pricing in the veterinary profession. The variation in individual fees can be marked and the survey allows practices to see that their fees are calculated in a realistic way to reflect their individual costs and overheads as well as local market conditions."

The RCVS Charitable Trust is offering up to 5 grants to veterinary nurse training centres to purchase equipment worth up to £5,000.
Applications may be made for equipment which is directly used for veterinary nurse training of care and treatment of animals. All RCVS accredited UK veterinary nurse training centres are eligible to apply.
Tracy Mayne, RVN and Trustee, said: "Traditionally we directed our equipment grants only to the veterinary schools, but last year we extended the eligibility to include veterinary nurse training centres, and in 2011 we decided to dedicate the funding solely to veterinary nurse training, as part of celebrating 50 years of the profession.''

Public Health England has released figures showing that the number of people testing positive for Lyme disease was up over 30% in the period July to September 2015, from 300 lab confirmed cases to 421.
The figures are being highlighted by MSD Animal Health, organisers of the Bravecto 'Big Tick Project', a campaign to raise awareness of tick-borne disease amongst vets and pet owners.
The TV presenter and naturalist Chris Packham said: "The rise in the number of confirmed cases of Lyme disease in the UK reported by Public Health England suggests the need for greater awareness of this damaging illness. Vets have a huge part to play in educating pet owners.
"As well as highlighting the risks that ticks present to both human and companion animal health we need to be more alert to the signs and symptoms of tick-borne disease and the sensible steps we can all take to protect ourselves and our animals.”
Professor Richard Wall who has led Bristol University’s Big Tick Project team said: "Given the reported increase in cases of Lyme disease, the results of the Big Tick Project study will help us to understand these changes both in terms of the longer seasonal activity of ticks and their increasingly widespread geographic location and could have important implications for both human and animal health by quantifying the diversity and prevalence of the pathogens they may be carrying."
According to the NHS around 2,000 to 3,000 people in the UK are affected by Lyme Disease each year but charities campaigning for greater awareness of the disease suggest this could be as many as 15,000.
Growing concern over the rise in the tick-borne infection has prompted Government ministers to set up a network of regional experts to help diagnose and treat the problem.
Last autumn, Health Minister Lord Prior told a House of Lords debate: "Some patients suffer debilitating illness with symptoms that persist after treatment for several months or longer."
Lord Prior revealed that the Department of Health is to set up a network of experts around the country to support GPs and hospital staff, most of whom have never seen cases of the disease. The increase in the disease is being blamed on rising numbers of tick populations which are active for longer due to climate change, a rise in numbers of wild mammals such as deer that host them.
The clinical signs of Lyme disease in dogs include recurrent lameness due to inflammation of the joints. Sometimes the lameness lasts for only three to four days either in the same leg or in other legs and the joints may be swollen, warm, and painful. In some cases, kidney failure may occur and the dog may exhibit such signs as vomiting, diarrhoea, lack of appetite, weight loss, increased urination and thirst.
Purina is inviting practices to participate in its inaugural UK Feline Dental Health Month, which starts on 1st July 2014.
As part of the initiative, participating practices are being asked to give their cat-owning clients free dental health checks throughout July to help improve the health of feline patients, build client loyalty and boost revenue.
Purina says Feline Dental Health Month has been created to help practices educate cat-owning clients about the importance of dental health. As many cat owners are unable or unwilling to check their cat's mouth and teeth due to the discreet nature of their pet, they rely on their vet to highlight potential problems. Feline dental disease is estimated to affect around three quarters of cats over the age of three, making it the most prevalent health condition seen amongst pet cats. Often painful and with the capability to cause systemic problems, dental problems in cats can represent a serious welfare problem if left untreated.
To help practices promote Feline Dental Health Month to their clients, Purina has prepared a support pack which includes waiting room promotional materials and client care leaflets with money off coupons. Practices will also be given a step-by-step publicity plan so they can promote the month in their local media and via their existing communications channels.

CCTV will be required in all areas where live animals are present, with unrestricted access to footage for Official Veterinarians.
In addition, the Government has also announced that it will be modernising statutory animal welfare codes to reflect enhancements in medicines, technology and the latest research and advice from veterinary surgeons. The codes will remain enshrined in law and the first to be updated will cover chickens bred for meat.

Isle of Wight based veterinary surgeon Dan Forster has had his mobile practice named as the best Business to Consumer Start-up at the inaugural Ready for Business Awards 2013.
Dan launched The Mobile Vet in June 2013, since when he has treated patients from across the Isle of Wight and allowed members of the community who may have been unable to take their pets to the vets for years due to illness or age-related conditions access care for their animals. He says his service has also reactivated many dormant patients who had not visited a vet for many years and had fallen behind with vaccinations, plus those who had decided not to visit because their pets were too nervous or aggressive. Apparently, the service has also gone down well with busy families and households with multiple pets.
The judging panel included David Hitchcock of Barclays, Amanda Hurford from the Department for Business, Innovation and Skills and Titus Sharpe, chief executive of MVF Global and winner of the Sunday Times Tech Track 2013. They selected The Mobile Vet as the winner due to its innovative approach whilst still offering all the traditional veterinary services its customers require. The judges were also impressed by its potential for growth, not just in the South East, but possibly throughout the UK and its drive to continually invest in the latest equipment and create additional job opportunities.

Merial Animal Health has launched Certifect, a new POM flea and tick treatment for dogs.
The product was launched at a series of presentations by the survival and bushcraft expert, Ray Mears (pictured right) last week.
The connection between Ray Mears and a new flea and tick treatment for domestic dogs became clear as he recounted his experience of contracting Lyme Disease in the UK. Indeed, by the time he'd finished describing the crippling pain he'd suffered and the industrial quantities of morphine and tramadol he'd needed, most vets in the room were probably ready to place an order for a tonne of the new product.
But to dismiss it as just a polished marketing exercise would be wrong. According to the Health Protection Agency, cases of Lyme disease in people have risen from 296 in 2001 to 953 in 2010. It is thought that because the disease is difficult to diagnose, it is likely to be significantly under-reported. In addition, a study by Faith Smith from the University of Bristol last year found that of 3534 dogs examined, 810 (22.9%) were carrying at least one tick.
So, what about the new product? Well, it's essentially Frontline Combo (fipronil + the insect growth regulator, S-methoprine) but with added amitraz. At the low dose contained in Certifect, Merial explained that amitraz doesn't demonstrate acaricidal properties itself, but instead potentiates the effect of the fipronil and causes ticks to detach or fail to attach. It also causes ticks to move around more than they do normally, thereby exposing them to more fipronil.
Merial says the acaricidal effect of Certifect can be seen two hours after application, and that more than 90% of ticks are eliminated within 24 hours. After treatment, Certifect prevented 94.5% to 100% of ticks attaching until day 29, thereby reducing the risk of disease transmission. In terms of integrated flea control, think Frontline Combo.
Certifect can be used on pregnant and lactating bitches, on puppies from 8 weeks weighing more than 2kg, and on dogs which live in households with cats.
An Oxford woman has launched Veterinary Thermal Imaging Ltd, a company which claims to be the first in the UK to use thermal imaging to help identify and monitor injury and illness in domestic pets.
Helen Morrell, 34, uses an FLIR infrared camera to detect physiological changes in animals. She says the technique is traditionally only used in top competition and racing stables, and can highlight health problems, including tendon, joint and nerve damage, which would otherwise be undetectable without invasive and expensive procedures such as x-rays and MRI scans.
Helen said: "I became interested in thermal imaging after being made redundant from my job in financial services. I'd studied Animal Science at Newcastle University when I was younger and I viewed the redundancy as the perfect opportunity to return to the industry.
"I realised that there were only a few people in the country who offer thermal imaging, and then only to horses. It's a really emerging technique that has huge potential and is already widely used in the US across all animals, including domestic, livestock, zoo and wildlife. It seemed that there was a huge gap in the market in this country."
Helen contacted leading experts in the US and became the first British woman to be accepted onto the thermal imaging course at Florida University. She said: "I knew I wanted to use the technique on domestic pets and the experts in the field were all in America. It made sense to me to get the training there and make sure I was at the top of my game."
Helen says she is currently working with a three-year-old terrier called Jack who is suffering from muscular atrophy caused by a locking patella. Although the thermal imaging didn't diagnose the problem, she says it is allowing the monitoring of his treatment and providing an objective assessment of the muscles affected by the injury.
Mars Veterinary is launching the Wisdom Panel Insights mixed breed dog DNA test at the Kennel Club's Discover Dogs event this weekend.
According to the company, more than 2 million dogs in the UK are mixed breed, and it is likely that many owners are unsure of their pet's parentage.
Now, with the swipe of a cheek swab, Wisdom Panel Insights can determine the ancestry of a mixed breed dog by testing for more than 185 breeds, which Mars Veterinary says is the largest database of any canine DNA test on the market. Within three weeks, dog owners are emailed an official Ancestry Report that reveals the dog's genetic background. This, it is claimed, will help owners provide better training, nutrition and exercise for their pet, and will also alert them to any disease predisposition their dog may have.
The test will be on sale for the first time at Discover Dogs at Earl's Court, and from the website: www.wisdompanel.co.uk. It costs £59.99 inc. vat, discounted for Kennel Club registered dogs.

In the piece, which starts at 1:22:54 here, Gudrun explained that what is seen as “normal” and cute for these dogs, such as snorting and snuffling, is in reality a result of debilitating respiratory problems caused by the squashed faces that have made them so fashionable.
Today also highlighted the fact that flat-faced breeds have experienced a huge boom in popularity recently, driven by celebrity owners, advertising and the media. According to the Kennel Club, the French bulldog is set to knock the labrador off its perch as the UK's most popular breed.
Following the interview Gudrun said: "We shouldn’t be buying and breeding dogs on the way we want them to look - it should always be about prioritising welfare above appearance.
"These are breeds that can suffer just by walking around or eating, which is why we’re calling on the media and advertisers to stop using them in their adverts.
"It is also difficult to turn on the TV, check Instagram or see a celebrity photo without also seeing a brachycephalic breed so it’s not surprising that demand for these dogs is rising."
Gudrun urged anyone thinking about buying a brachycephalic breed to talk to their local vet and think about choosing a healthier breed or crossbreed instead.
David Grant MRCVS, Director of the RSPCA's Harmsworth Animal Hospital and one of the stars of the BBC's hugely successful Animal Hospital series, is to retire this month.
To mark his outstanding service, David will be presented with the prestigious Queen Victoria Gold Medal - the Society's highest meritorious award for staff and volunteers - at the RSPCA Honours awards event on 8 September. It is reserved for the most exceptional servants to the RSPCA and its cause.
The popular figure, who began his veterinary career in the late sixties working in farm practice, has looked back on his time with the RSPCA as part of the charity's latest podcast.
David said: "25 years seems like 25 weeks. It is quite scary when you look at it that way. Joining the RSPCA was the best professional decision I ever personally made in my career. I look back and I don't regret one single day."
David recounts many of the stories from his career in the podcast, such as the time he came face to face with one of the world's most venomous snakes, which was found in a box on Regent's Canal. He also looks back on the unexpected fame that followed his starring role on Animal Hospital.
He said: "It has just been tremendous fun. It hasn't felt like work.
"It has worked out that in the last 25 years I haven't had a single boring day. I've had some really exciting days. I've had the most amazing things happen, such as Animal Hospital. The only bad thing about the past 25 years is that they have gone in a flash."

The RCVS Disciplinary Committee has restored Joseph Lennox Holmes to the Register of Veterinary Surgeons, two years after he was originally struck off.
Mr Holmes was removed from the Register in February 2012 after the Disciplinary Committee found him guilty of multiple charges of serious professional conduct. Mr Holmes lodged an appeal against the decision, which was heard and dismissed by the Privy Council.
The original charges related to two separate complaints; the first involved numerous charges in respect of Mr Holmes' treatment of a King Charles Spaniel between October 2007 and March 2008; the second, several charges in relation to his treatment of three cats in 2008.
The Committee found that the majority of the charges amounted to serious professional misconduct. In removing Mr Holmes from the Register, the Committee found that "aggravating factors in both... cases included actual injuries to the animals... and a serious breach of the trust which Mr Holmes' clients had placed in him to make the welfare of the animals his primary consideration according to the standards to be expected of the profession". In addition, the Committee cited 10 further aggravating factors including lack of reference to continuing professional development (CPD) in clinical policies and practices; lack of reference to accepted practice; lack of appreciation of the importance of adequate pain relief when performing painful surgical procedures; reluctance to consider referral as an option; and lack of understanding about what information is required by a client to enable fully informed consent to be given.
Following the dismissal of Mr Holmes' appeal by the Privy Council, his first application for restoration was heard by the Disciplinary Committee in February 2013. The Committee was not satisfied that he was fit to be restored to the Register, citing the fact that his application was "premature" and that he had failed to truly appreciate the seriousness of the findings against him. The Committee was also unimpressed with the efforts he had made to keep up-to-date with skills and developments in practice and with his CPD, noting in particular that he had made very limited attempts to observe the function and experience the culture of a modern first opinion practice.
However, in this week's two-day hearing, the Committee was satisfied that Mr Holmes was now fit to be restored to the Register. It heard that Mr Holmes had made a concerted effort to engage in CPD and bring his skills and knowledge up-to-date. During a period of observation at a veterinary practice, he had gained insight into modern practice and the need for veterinary general practitioners to be aware of the advantages in referring patients to specialists.
Professor Noreen Burrows, who chaired and spoke on behalf of the Disciplinary Committee, said: "The Committee has concluded that, in the course of genuine efforts to do what was necessary to address the deficiencies identified during the original Inquiry and at the last restoration hearing, the Applicant has at last understood the seriousness of his previous misconduct and has learned new skills and, most importantly, to recognise his limitations from the extensive course of study, reflection, and other training that he has undertaken."
Furthermore, the Committee was satisfied that Mr Holmes had gained a proper understanding of the importance of securing the informed consent of his clients and building a relationship of trust with them and, in addition, recognising the importance of maintaining close relations with fellow professionals and engaging with CPD opportunities.
Additional factors considered when making the decision included: that he had been off the Register for two years; that, through self-improvement, he had equipped himself to treat animals appropriately; the impact that being removed from the Register had in both personal and financial terms; his conduct since being removed from the Register; and, a number of positive testimonials from previous clients and professional colleagues.
