Dog owners who allow their dog to attack people or assistance dogs will face tougher prison sentences from today.
Changes to the Dangerous Dogs Act will also mean dog owners can now face prosecution if their dog attacks a person in their home or on any private property, except if they attack a trespasser.
The maximum sentences for allowing a dog to attack someone in England or Wales have also been increased as follows:
Animal Welfare Minister Lord de Mauley said: "Dog attacks can have horrific consequences for victims and families and it is only right those responsible should face tough punishments.
"Irresponsible dog owners will not only face longer prison sentences, but will also be liable for prosecution regardless of where an attack takes place, even in their own home. This will give protection to those who provide vital services in the community - postal workers, nurses, utility workers - as well as people visiting family and friends."
For the first time, the Dangerous Dogs Act also includes a specific offence to protect assistance dogs from attacks.
Guide Dogs Chief Executive Richard Leaman said: "An attack on a guide dog can be devastating. It can rob someone with sight loss of their independence and freedom, leaving them virtually housebound. We're delighted that irresponsible owners can now be given tougher sentences if their dog attacks an assistance dog.
"With an average of 10 guide dogs being attacked every month, we're looking to the police to fully use their new powers to protect vulnerable people from these sometimes life-changing attacks."
The changes will also see new preventative powers for the police and local authorities so they can act early to stop dog attacks before they occur. These measures include steps the dog owner can take to address their own or their dog's behaviour, for example:
Attending dog training classes.Repairing fencing to their property to prevent the dog escaping.Requiring their dog to be muzzled in public.
Crime Prevention Minister Norman Baker said: "The coalition government is already making real progress in defending the public from out of control dogs and their irresponsible owners. Today's measures will protect individuals and also assistance dogs, which bring security, confidence and independence to their handlers.
Caroline Kisko, Kennel Club Secretary said: "The Kennel Club sees these amendments as being extremely positive overall for the welfare of millions of dogs in this country, as well as helping to protect the public and the UK's responsible dog owners. For too long, irresponsible owners who consistently allow, or even encourage, their dogs to act aggressively or behave dangerously have essentially been protected by regulations which tend to penalise the dogs rather than their irresponsible owners. This updated legislation makes it absolutely clear that this is not acceptable and owners must take responsibility for adequately training their dogs.
"We have been very careful during our work with Government to ensure that there are adequate defences for those otherwise responsible dog owners who find themselves in unforeseen circumstances. This includes scenarios such as dogs protecting their homes from intruders or responding to provocation.
"Disappointingly however, the issue of breed specific legislation still remains unaddressed, with the government failing to use the opportunity whilst amending the Dangerous Dogs Act to repeal this ineffective element of the law.
"The Kennel Club believes in the principle of 'deed not breed' and that genetics plays only a small part in the temperament of a dog, with breeding, socialisation and environment having a far greater effect. The majority of dog bite incidents are a result of the irresponsible actions of owners who have either not taken the time and trouble to train their dog correctly, or have in fact trained them to behave aggressively. Consequently any legislation based on genetics that ignores the influence of the dog's keeper on its behaviour is highly likely to be ineffective, as has been proven with the Dangerous Dogs Act."
A further 1,200 practices outside Europe have also embraced the scheme, which ISFM has been running with support from Purina.
There are signs that this number is set to grow. In a survey conducted by ISFM and Onswitch at BSAVA Congress this year, more than 80% of veterinary surgeons and nurses were aware of the Cat Friendly Clinic programme and over 20% said that they were working towards accreditation.
The charity says that in addition to this growth in the number of accredited practices, there has been a more general move in the profession towards positive action for the welfare of cats in daily practice, often championed by veterinary nurses.
It is often the nurses, says the charity, who have implemented the changes required to create a less stressful environment for cats. It is the nurses too who have reported changes in the behaviour of cats within the clinic. With less stress and aggression in the clinic, cats are easier to handle and owners are much happier with the relationship between them, the cat and the clinic.
Andy Sparkes, ISFM Director said: "It is so exciting to see the changes which are happening – not only are we improving our veterinary care, but we are making the whole veterinary experience better for cats and their owners.
"Clinics also notice a difference in practice revenue, as well as having very happy clients. Clients notice the difference in their cats’ behaviour and clinics become known for being cat friendly. Previously it has been difficult to market the clinic to cat clients who need a very different message to dog clients.
"The benefits of having everyone in the practice on the same cat friendly page are many: nurses' lives are made easier by having calmer cats to deal with, vets can carry out procedures more easily because cats are less aggressive, and owners receive the same cat-friendly message about cat care no matter who they speak to within the clinic. Most importantly, the patients themselves are less stressed, less fearful and more likely to have a successful diagnosis and treatment. This leads to more satisfaction, more success in treating cats, and to much better cat welfare.'
According to the charity, veterinary practice architects and designers are also taking on the idea and most new premises are now being built with separate waiting areas for cats and separate feline hospital wards.
Matthew Rees of Technic, the hospital cage manufacturer, says he has noticed "a significant and quite dramatic increase in both the awareness and desire to achieve ISFM Gold Cat Friendly Clinic accreditation".
The company has designed a new range of ISFM gold standard cat pens. Matthew said: "The CFC scheme has also made a huge difference to us as manufacturers – with International Cat Care’s assistance and straightforward advice, we have now started to understand cats and in fact 'think feline’! Our products are without doubt far better due to this and ultimately it is the cats of the world that will benefit."

Our aim is that cats will no longer be treated as small dogs and that the veterinary experience for cats and their owners will be much less stressful, and barriers to visits will be removed, improving both preventive healthcare and speed of treatment for ill cats. Plimsoll has published the results of a study into the profitability of UK veterinary practices which has revealed a widening gap between firms making outstanding profits and those losing money.
The Plimsoll Analysis found average profit margins have fallen to 6.4% of sales and 151 of the UK's top 500 practices are now running at a loss. However, the same study has revealed 61 businesses are making record profits.

Mr. Pattison added: "The latest Plimsoll Analysis highlights that the industry is being split into two types of company and the gap between the rich and the poor is getting bigger and bigger.
"For the companies that are falling behind, they need to re-evaluate their strategy and retain profit in order to improve their financial strength."

Royal Canin has launched two new skincare diets.
'Hypoallergenic Wet' is a wet adaptation of its 'Hypoallergenic' range of diets, providing variety for the nutritional management of dogs with adverse food reactions. 'Anallergenic' dry food is for the dietary management of dogs with even the most severe dietary allergy.
'Hypoallergenic Wet' contains soy protein hydrolysate, so it can either be fed as a complete diet or interchanged and used as an addition to Hypoallergenic, Hypoallergenic Moderate Calorie or Hypoallergenic Small Dog. Feliscratch by Feliway is a synthetic copy of the feline interdigital semiochemical (FIS) naturally produced by cats and Ceva says it is the only product clinically proven to help divert scratching behaviour onto a desired location.

Moral Maze, a debate held by members at the British Equine Veterinary Association (BEVA) Congress earlier this month, has concluded that equine practice needs to adapt to accommodate family life.
92% of voters agreed with the motion: Equine practice needs to change to become more compatible with family life.
BEVA says the result may reflect in part the changing demographics of the profession, with females now accounting for 76% of new graduate intakes.
Traditionally vets have worked together in practices, able to share resources and expertise as well as the out-of-hours rota. Until recently, men from the Baby Boomer Generation dominated the profession and many vets focused their efforts on work at the expense of their family. However, as Generation Y takes hold and more females are joining equine practice, there are different personal expectations with many vets now wanting greater commitment to family life and a better work-life balance.
The session took the form of a moral maze debate, chaired by Malcolm Morley, in which expert witnesses were challenged by informed interrogators. The proposers contended that it is possible to achieve a good work-life balance as an effective vet in a successful equine practice by working smarter, not harder and adopting a flexible approach.
Carolyne Crowe, veterinary coach and mentor, said: “Choosing to be an equine vet shouldn’t go hand in hand with giving up the rest of your life. Allowing flexibility within job roles should result in more engagement, productivity and thus economic benefit for the practice.”
Job share that included a proportionate allocation of the out-of-hours rota, was cited as a tenable solution for those juggling maternity leave and parenthood. The consistency of attending vets so often demanded by clients could be achieved by introducing two vets of equal calibre to the client, from the outset. Members of the audience outlined successful examples of job sharing and the consensus was that the turnover generated by part time, job share employees was often higher than their full time equivalents.
Mark Bowen, President of BEVA, said: “I’m not surprised that 92% of voters supported the motion, given the fact that the recent Vet Futures survey has shown a high rate of job dissatisfaction in equine practice. It reiterates the importance of moving with the times to evaluate the needs of working parents and make the equine veterinary workplace more adaptable to family life.”
BEVA is already working on various projects to help address and support the needs of members who are striving for a better work-life balance. CPD on personal effectiveness, covering work-life balance and time management is scheduled for the New Year. Further information on other initiatives will be released towards the end of the year.

Leading human and animal health organisations – the British Medical Association (BMA), British Dental Association (BDA), British Veterinary Association (BVA) and Royal Pharmaceutical Society (RPS) - have joined forces for the first time to promote a ‘One Health’ approach to ensure responsible guardianship of antibiotics and their proper public use on European Antibiotics Awareness Day tomorrow.
Antibiotics are obviously a vital medicine for both animal and human health, and modern health systems rely on the availability and effectiveness of a range of antimicrobials to treat and prevent infections. Yet inappropriate use – such as prescribing for self-limiting infections, not finishing a prescribed course of antibiotics or habitual prophylactic use in healthy animals to prevent disease - all contribute to the development of resistant bacteria in both humans and animals.
Whilst antibiotic resistance in animals does not perhaps present the greatest immediate existential threat, there is a strong argument for a united message to the public coming from doctors, dentists, chemists and veterinary surgeons.
Quite simply, some 13M households own a pet. Pretty much all of them visit a vet at some stage, and most will be a human patient at some point in their lives. So, what a veterinary surgeon says about the use of antibiotics in animals has the potential to help transform how owners think about them when they come to visit the doctor.
A survey of general practitioner doctors last year found that 90% feel pressured by patients to prescribe antibiotics and 28% have prescribed them several times a week when not sure they are medically necessary. If veterinary surgeons refuse to prescribe them for pets unless medically necessary, explaining that they are a precious resource which can no longer be wasted, it could help relieve the pressure on doctors. The same goes for the importance of compliance; if owners learn the importance of their pet taking the full course, there's a greater chance they'll understand why they need to complete their own course of treatment.
BVA President Sean Wensley said: "Antimicrobial resistance (AMR) is too important an issue for uncoordinated approaches amongst the medical professions. We need to work together to share knowledge and successful approaches, as well as taking responsibility for not just the immediate clinical situations before us, but also for our role in supporting the health and wellbeing of wider society. An effective approach to tackling AMR is about professions and patients working together for the greater good."
BMA board of science Chair Professor Sheila the Baroness Hollins said: "Doctors have expressed significant concern about the threat of a ‘post-antimicrobial age’. It is vital that we see action to improve antimicrobial prescribing across all disciplines. Only by different professionals working together to improve antimicrobial stewardship will we start to address this major public health issue."
BDA President Professor Nairn Wilson said: "All health professionals have a responsibility to draw a line under inappropriate or unnecessary use of antibiotics. One in ten prescriptions in the UK are provided by dentists, so we’re determined to do our bit. We are facing a clear and present danger to public health, and it will only be overcome if we act together."

The Royal College has announced the winners of the 2009 RCVS Council and VN Council elections.
This year, a special elections section was set up here on VetNurse.co.uk and on VetSurgeon.org for members to engage directly with candidates in a members forum, or directly using the social networking features on both sites. In the interests of promoting democracy, the sites offered a case of champagne to the voter who started the forum discussion which generated the greatest number of responses. Over the course of the voting period, these sections received over 23,000 page views, 53 questions for candidates, and 650 responses.

The VN Council elections saw a 25% increase in voters over last year, with 912 out of a possible 8,108 VNs casting a vote. This was an 11.2% turnout. The results were as follows:

Axiom Laboratories has launched MiPetAllergy, a pet allergy test which the company says is not affected by medication and which requires no withdrawal period prior to testing.
Axiom developed the MiPetAllergy in partnership with ALK, which makes Artuvetrin. With its food elimination diet selector tool, developed in association with Royal Canin, it tests against as many as 80 environmental allergens and foods.

Eurovet Animal Health has launched Vomend, a new veterinary licensed metoclopramide that can be used to treat vomiting and reduced gastro-intestinal motility in both dogs and cats.
Eurovet says that for years, vets have often had little choice but to use metoclopramide preparations designed for human use - therefore effectively off-licence. This new preparation will allow vets to use a medication they know is of great benefit in treating dogs and cats, without taking all the additional precautions required for off-licence use, such as having clients sign consent forms.
The product can also be used in puppies and kittens. Severe vomiting in young puppies particularly can quickly lead to dehydration and depression, so it is vital to control the clinical signs and prevent fluid loss. Vomend will, according to the company, be particularly useful in this regard. As well as being an anti-emetic Vomend is also a pro-kinetic upper GI tract stimulant, so it is indicated for use in chronic nephritis, pyloric spasm and drug induced digestive intolerance.

Virbac has launched the UK's first blood test for BPH (benign prostatic hyperplasia) which, according to the company, will provide practices with a significant opportunity to improve the prognosis for many of the UK's male dog population that suffer from the condition but go undetected.
Odelis CPSE is the first ELISA test to screen, diagnose and monitor BPH. Virbac Product Manager Chris Geddes MRCVS believes that the test is an important step forward in the diagnosis of the condition: "Not only does Odelis CPSE provide a simple and reliable alternative to rectal palpation, it will also give an objective measure of the degree of BPH present."
According to Chris, although BPH affects over 80% of entire male dogs over five years old, many go undiagnosed until the condition is advanced and symptoms become apparent. "Whilst regular screening is recommended in elderly dogs, rectal palpation is not a particularly popular process to carry out routinely without the presence of symptoms.
"We know that currently diagnosis of BPH falls well below the incidence, however this new test means that practitioners can now routinely monitor 'at-risk' dogs, e.g. stud males, elderly dogs, and those with a previous history of BPH. Bloods can be taken at practice visits, or routinely at vaccination boosters or annual health checks for example. So the test is not only good for animal welfare, it's a great business opportunity too".
There are three labs in the UK selected to carry out the test: Biobest; Carmichael Torrance; and Nationwide Laboratories.

Chris has been an elected member of Council since 2009 and, during this time, has served on the Education Committee, the Examinations Appeal Committee and the Operational Board as Chair of the Education Committee and Junior Vice-President.
He graduated with a veterinary degree from the University of Glasgow at the relatively advanced age of 30 having first attained a degree in Agricultural and Environmental Science from the University of Newcastle. Following graduation he worked in a mixed practice in Herefordshire before buying an equine and companion animal practice in West Berkshire, which currently employs five veterinary surgeons and five support staff.
In his maiden speech, Chris called on veterinary surgeons and veterinary nurses to be proud of themselves as people who are committed to the welfare of animals in their care and to not be so hard on themselves.
He also outlined several areas that he would like to prioritise during his presidential year. These included delivering the priorities set out in the Vet Futures Action Plan, exploring bringing veterinary paraprofessionals into the College’s regulatory remit, driving forward the College’s international profile and dealing with blame and fear culture in the profession.
He said: "I’ve seen first-hand in Africa and India what the delivery of veterinary care can do for the welfare of animals in these regions and the wellbeing of people that frequently depend upon them. As one of the richest nations in the world we will further investigate what we can do, through knowledge transfer and support, to help raise the standards of veterinary care in developing countries.
"Sadly we often hear that there are vets and nurses who live in fear of the RCVS. This is something of which I am personally ashamed. Being particularly mindful of the role that fear and anxiety play in mental health, I will do everything I can to replace this fear... I will encourage all hardworking vets and nurses, whichever field they are in, to wear their [MRCVS] ‘badge’ with pride. Feel good about what you do, feel great about what you do."
Chris’ first official duty upon receiving the presidential chain of office from outgoing President Dr Bradley Viner, was to welcome the new Junior Vice-President Professor Stephen May. He also praised Bradley for his calm authority, humour and wisdom throughout his year as RCVS President.
The blog is part of a mental health anti-stigma campaign called '&me', being run jointly by the RCVS and the Doctor's Support Network.
&me encourages people within healthcare professions to come forward with their personal mental health stories, to demonstrate that mental health issues do not preclude people from achieving leading roles in healthcare.

Meg said: "In January 2018 I was promoted to Head Nurse for the Hub of practices and had volunteered for British Small Animal Veterinary Association Southern region and Congress committee. I felt on top of the world. I was married in July 2018, the best day of my life. But then suddenly, my black dog was upon me. Everything from the last eighteen months crashed down on me like a tsunami. Everything I had pushed to the back of my mind came flooding back. This is when I truly started to change how I viewed my mental health.
"Before it was a dark, damning secret that I was ashamed of. Now I had supportive colleagues who genuinely just wanted me to get better. After five weeks off work, medication and starting counselling, I was ready to give work another go. I remember taking my first blood sample, shaking and tears filling my eyes. I didn’t think I would ever be whole again. Eight months on from my last episode, I feel stronger than ever, I fought every day until one day it became easier.
"We talk often about what our mental health takes away from us, but what has my mental health given me? It’s given me a greater understanding and empathy towards others. My mental health is a part of me, but it does not define me. Certainly not as a nurse."

Dechra Veterinary Products has launched Sporimune (ciclosporin), licensed for the treatment of chronic manifestations of atopic dermatitis in dogs.
Roger Brown, Senior Brand Manager at Dechra Veterinary Products, said: "Around 20% of all small animal consultations involve skin conditions and canine atopic dermatitis can be challenging to diagnose and manage effectively.
"Although incurable, atopic dermatitis can be managed using a multimodal approach which is likely to include treatments to decrease pruritus as well as allergen identification, avoidance where possible and improving skin and coat hygiene."

Lord Rooker, Minister for Sustainable Food, Farming and Animal Health spelled out the law on dangerous dogs at the RSPCA Conference on Dogs this week, and announced the publication of a Defra leaflet which provides clear, concise and accessible information regarding the law on dogs which are dangerously out of control and dogs which are banned.
He said: "The vast majority of dog owners are responsible and the vast majority of dogs are well behaved, but recent tragic cases of dog attacks underline why we need to give absolute clarity to anyone that owns a dog on their responsibilities under the law.
"This new leaflet explains to dog owners, and people who come into contact with dogs, how the law prevents irresponsible dog ownership. It is important that people understand the law as it may deter irresponsible dog owners from allowing their dogs to be dangerous."

Defra is also currently working on a booklet to provide guidance on the law to those who are enforcing it, including the police and local authorities.
Defra says the public leaflet, in combination with the enforcers' document, is an essential part of its strategy to promote the better enforcement of the law on dangerous dogs.
Merial Animal Health has launched Veloxa, a palatable broad spectrum dewormer for dogs, effective against roundworm, hookworm, whipworm and tapeworm.
Merial says Veloxa uses a proprietary technology which coats the bitter active ingredients in the beef-flavoured chewable tablets. In the company's palatability tests it achieved 97% acceptance.

The 2009 RCVS Continuing Professional Development Record Cards have been sent to all practising vets and Registered Veterinary Nurses.
Undertaking and recording Continuous Professional Development (CPD) is a mandatory professional requirement for these vets and RVNs. Vets must average at least 35 hours of CPD per year and RVNs 15 hours, although many will do far more.
The RCVS can ask to see CPD records - and they may be checked during practice inspections as part of the Practice Standards Scheme. For newly-qualified veterinary surgeons, completing the Professional Development Phase also fulfils the CPD requirements in their first year of practice.
Jill Nute, President of the RCVS, said: "CPD is about maintaining professional competence. Vets and RVNs are expected to make continuous improvements in their knowledge and skills, which will have benefits for their patients and clients, their own development and the profession at large. Undertaking CPD allows vets and RVNs to demonstrate their commitment to maintaining the highest professional standards."
As professionals, vets and RVNs are expected to evaluate what knowledge and skills they need to develop, and how they will do this. This may include activities such as going to particular case-conferences or asking for some in-house training. Getting together with other practices to organise training sessions or secondments or finding a mentor can also be useful.
Personal study - documented in a learning diary detailing the aims of the study, what was studied and the outcomes, for example, a change made to a practice protocol - can also be used. There is no limit on properly documented study, but vets cannot count more than 10 hours, and veterinary nurses five hours, each year of undocumented study.
All CPD activity should be systematically planned to meet identified professional needs, and clear records must be kept of what has been done.

Lowestoft vet Frank Eric Ainsworth MRCVS has received a severe reprimand and warning as to future conduct from the RCVS Disciplinary Committee after being found guilty of serious professional misconduct.
The charge against Mr Ainsworth was that in July 2013, he failed to provide adequate care to Ash, a dog presented to him whilst he was working as a locum at Pinebank Veterinary Surgery in Kent.
Specifically, the charge was that having diagnosed Ash with heatstroke, Mr Ainsworth failed to admit the dog to the practice for urgent treatment, failed to transfer the dog to another practice, failed to suggest euthanasia, and failed to offer the owner, Mr McMahon, adequate treatment advice.
On presentation to Mr Ainsworth at Pinebank between 7am and 8am, Ash was collapsed and his symptoms included diarrhoea, vomiting, lethargy and a high temperature.
On being told that Ash had heatstroke and was unlikely to survive, Mr McMahon asked Mr Ainsworth whether anything could be done to save him, but was told the practice did not have the necessary treatment facilities. Mr McMahon was advised to take Ash home and use cold running water, ice packs and fans to reduce his temperature.
After Mr McMahon took Ash home and showered him in cold water, his wife telephoned Pinebank to complain. The practice receptionist, Ms Baldock, confirmed to her that there was nothing they could do.
Mrs McMahon asked if her husband could take Ash to Pinebank's out-of-hours service provider, but was told this was not an option.
Eventually, Mr McMahon took Ash to an alternative practice, Sandhole Vets, where the dog was treated by the practice owner, Mr Johnson. Mr McMahon was told that Ash was unlikely to survive and that, if there was no improvement, he should consider euthanasia. Around 45 minutes after the treatment was started, Ash suffered seizures and died shortly thereafter.
Mr Ainsworth told the Committee that he did not think Pinebank had adequate facilities to treat a dog of Ash's size for heatstroke and was unaware that it had a hosepipe and watering can. In addition, he did not believe it would be practical and effective to reduce Ash's temperature with wet towels and considered that the main priority of reducing the temperature would be best done at home.
Mr Ainsworth told the Committee that he intended to make enquiries about referring Ash to another practice once his temperature had been reduced at home. He was about to search the internet for alternative practices when he overheard his colleague's phone conversation with Mrs McMahon and assumed that Ash had been taken to another practice.
Mr Ainsworth accepted that he did not discuss euthanasia with Mr McMahon, which he said he would have done at a later stage if Ash's condition did not improve. He also accepted that he made no further enquiries of Ms Baldock and did not telephone Mr McMahon to check if Ash had gone to another practice.
Before reaching its decision the Committee considered, in detail, the testimony of a number of witnesses and experts for both the College and Mr Ainsworth. It rejected Mr Ainsworth's evidence that his treatment plan was to follow up his investigations into Ash's case or contact Mr McMahon by telephone. It concluded that, if such a plan had been in place, he would have informed Mr McMahon of his intentions.
The Committee also rejected Mr Ainsworth's evidence that he had overheard the conversation between Ms Baldock and Mrs McMahon. It said it was not credible that, if he had heard the call, that he would not have made further enquiries.
The Committee found the charges proven. For example, it concluded that Mr Ainsworth should have made further enquiries about the treatment facilities available at the practice for cooling Ash and, if he felt that they were inadequate, should have advised Mr McMahon to take the dog to another practice. It also felt it was inappropriate for Mr Ainsworth to have sent Ash home to the care of his owners while in a critical condition without first seeking the option of referral.
Furthermore, the Committee felt that Mr Ainsworth should have given Mr McMahon the full range of treatment options available, including oxygen and fluids as Ash was in a collapsed state, before he left the practice, as well as discussing euthanasia.
However, the Committee did accept, on the basis of Mr Ainsworth's clinical records, that he had given advice to Mr McMahon on how Ash could be cooled down at home, although it felt the advice could have been more detailed.
In deciding its sanction for Mr Ainsworth the Committee accepted that his actions were not motivated by indifference to animal welfare but that, on this occasion, there was a serious lapse of judgment.
The Committee also considered that this was a single incident on Mr Ainsworth's first day at the practice and that he had been confronted with an emergency situation before the practice had opened. It accepted that Mr Ainsworth had an unblemished career over the past 38 years and that he had produced character references from other veterinary surgeons attesting his integrity, skill and conscientiousness.
Judith Webb, chairing the Disciplinary Committee and speaking on its behalf, said: "The Committee has concluded that the sanction proportionate to Mr Ainsworth's conduct is one of severe reprimand and warning as to his future conduct."
She added: "The Committee considers that veterinary surgeons are required to be proactive in their duty of care and refer cases when they do not have the ability to deal with cases appropriately."
The Committee also recommended that Mr Ainsworth should undertake, in the next 12 months, continuing professional development with an emphasis on emergency and critical care and client communication.

Veterinary surgeons have named their top new veterinary products of 2012 in a survey carried out by CM Research.
As part of the research, 343 vets working in UK practice were asked what they considered to be the best new product of 2012. Their answers were unprompted, and they were only allowed to mention one product or service. For this reason, some vets voted for products that were launched earlier than 2012. BVA’s Voice of the Veterinary Profession survey found that 9 in 10 vets do work for which they charge but are subsequently not paid, with the monthly average bad debt reported to be £676.
To help its members, BVA undertook a detailed tender process for a new debt recovery partner before selecting LRC.
LRC offers a range of customisable debt recovery services, including pre-legal collections, legal collections and enforcement services. The BVA says it is one of the few debt recovery agencies in the UK to have been granted a licence by the Solicitors Regulation Authority (SRA), allowing it to operate as a legal firm under the Alternative Business Structure (ABS). This enables it to conduct litigation (court action) in its own name, without having to partner with a third party law firm.
