The RSPCA has released the latest figures showing the extent of cruelty to animals in the UK.
In 2007, they show a:
"These animals are the helpless victims of our affluent, throwaway society," says Tim Wass, Chief Officer of the RSPCA Inspectorate. "They're bought on a whim and discarded when the novelty wears off. Today's must-have item quickly turns into tomorrow's cast-off.
"Worse still," added Tim, "some animals are violently abused because they don't meet their owners' unrealistic expectations: like the cat kicked to death for having muddy paws or the dog strangled with its lead for misbehaving."
But the year RSPCA reports that there has been good news too, with the success of the new Animal Welfare Act already starting to take effect. The new Act - which came into force during 2007 - has made it possible to take action sooner than ever before in situations where there are animal welfare concerns.
The Act is already producing powerful results in its first twelve months. Where animal welfare concerns have prompted the RSPCA to give advice to an animal owner, that advice was followed and the problems resolved 92% of the time, meaning that no further action was necessary.
Tim said: "Even in these early days, the benefits of the new law are clear. Without the new Act, this year's cruelty figures could have been even more horrific."
He added: "Dogs have always borne the brunt of cruelty - from violent outbursts to extreme neglect. But that's what makes this year's horrendous 34% increase even more shocking: it's a massive increase on an already high figure."
It was hoped that last year's leap in convictions for cruelty to horses was an anomaly. But this year's figures show that the higher numbers have been maintained - they increased by 33% between 2005 and 2006 - and then increased by a further 13% to 119 in 2007.
The rise in banning orders is a big improvement on the previous year, which had actually recorded a fall. The new Animal Welfare Act obliges courts to explain their reasons if they don't impose a ban and this may have contributed to the increase. The new requirement seems to have focussed attention on preventative action which can prevent suffering and save lives.
Tim said: "The main reason we take people to court is to prevent cruelty being repeated. It's very reassuring to see the courts taking this seriously by issuing more and more banning orders, which prevent those convicted of cruelty from keeping animals in future."

He has put together three routes in Yorkshire to suit all abilities, over the same roads used by Ron Kitching, the champion 1930s road racer. Participants can choose from a 35 mile largely flat 'trot' which takes in the city of York, a 66 mile slightly hilly 'canter' skirting the Yorkshire Wolds and a 91 mile 'gallop' over the Rosedale Chimney, which, according to Jon has "enough ascent to make Sir Chris Bonnington happy!"
There will also be a short family ride on the afternoon of 2nd June so that children and less practised cyclists can get involved.

Vet Helpline, run by the Veterinary Benevolent Fund to offer 24-hour support to veterinary surgeons and veterinary nurses with emotional, addictive or financial problems, has agreed to extend its team of trained volunteers to include two veterinary nurses. The move comes following concerns raised by the Royal College of Veterinary Surgeons' Veterinary Nurses Council about sources of support for veterinary nurses, which led to discussions with the Vet Helpline team and the British Veterinary Nursing Association. The issue has particularly come to the fore now that over 70% of veterinary nurses have joined the RCVS Register. Registered Veterinary Nurses commit to demonstrate their professional responsibility to colleagues and the animal-owning public, which may lead to increased levels of stress, particularly as RVNs become accustomed to their new responsibilities. In addition, in the College's recent Survey of the Veterinary Nursing Profession, the majority of VNs agreed with the statement 'VN work is stressful'. For both reasons the College is keen to ensure that accessible support is available to VNs. "I am delighted that Vet Helpline has offered to train veterinary nurses as helpers. The helpline has always been available to veterinary nurses but this move confirms the willingness of the VBF to encourage VNs to use the service," commented Andrea Jeffery, Chairman of the RCVS Veterinary Nurses Council. "I would urge all VNs to use the support services available to them if they feel under pressure, or know that a colleague may need some help," she adds. A torch bearing the Vet Helpline number is available free to visitors to the RCVS stand at BVNA Congress this weekend (11 October), together with a leaflet outlining sources of support, including Vet Helpline, the Veterinary Surgeons Health Support Scheme, the BVNA Legal Helpline, http://www.vetlife.org.uk/ and the RCVS itself.
The Horse Trust provides a range of services to support working horses, while Medical Detection Dogs trains dogs to alert their owners to cancers and other medical conditions, providing pre-emptive non-invasive warning.
Stephen said: "These two charities' work in strengthening and supporting the human-animal bond is truly remarkable. Though The Horse Trust was originally founded in 1886 as a retirement home for working horses, and this remains a core focus of theirs to this day, it has now evolved to provide a whole range of services, from education to research to rescuing neglected equids.
"Medical Detection Dogs, though founded much more recently in 2008, has already done an incredible amount in its short history - 76 of its dogs are now partnered with people with critical medical conditions, ensuring essential emotional as well as medical support."

We care for 130 horses, ponies and donkeys that have either retired from public service or been rescued from appalling conditions. Research commissioned by Bayer Animal Health has revealed that dogs really do look like their owners.
The research, which is being used to promote Drontal Bone, the company's new bone-shaped wormer, was conducted amongst 3,000 British dog-lovers. It found that the overwhelming majority of owners share at least one common physical attribute with their pet, whilst one in ten owners could be described as the spitting image of their dog, sharing six or more physical attributes:
As part of the campaign, Bayer has launched the Give Your Dog a Bone competition, a nationwide search to find the UK's "Top Dog". The competition is split into four video and photographic categories, with one open exclusively to dogs that have formed a special bond with their owner. Genitrix has launched a free epilepsy faxback advice service for veterinary practices prescribing Libromide.
A form downloadable from the Genitrix website will enable practices to provide detailed case histories, and challenging canine epilepsy cases will be reviewed by Dr Clare Rusbridge, RCVS and European Specialist in veterinary neurology. Clare runs a small animal neurology referral practice based at the Stone Lion Veterinary Hospital in South London. She is board certified by the European College of Veterinary Neurology.

The British Safety Council has launched a new qualification to help people who drive as part of their work stay safe on the roads.
According to the organisation, the Level 2 Award in Safe Driving at Work provides work drivers with key knowledge of the hazards and risks associated with driving and equips them with valuable guidance on the measures available for reducing these risks, such as vehicle inspection, behaviour and defensive driving.
According to estimates from the Health and Safety Executive (HSE), up to a third of all road traffic accidents in Britain involve someone involved in work-related activity. In 2013, according to government figures, 1,713 people died on the road, with the total number of casualties standing at 183,670.
The Ofqual-regulated qualification, which is designed to be delivered by employers or training organisations, instructs learners on a range of topics including the particular risks associated with vulnerable road users, such as cyclists and pedestrians, the importance of regular vehicle safety checks and how to adapt driving style in response to changes in driving conditions or the actions of others.
Alex Botha, the British Safety Council's Chief Executive, said: "Driving can be a risky activity, a fact borne out by the high number of injuries and fatalities that occur annually on our roads.
"However, simple steps can be taken by employers and drivers to manage and reduce this risk. Our new Level 2 Award in Safe Driving at Work provides learners with all the essential knowledge to help them stay safe on the roads.
"Learners can expect to leave the qualification with a thorough knowledge of the main risks posed by driving - whether to themselves or other road users - and how to reduce them.
"Once registered with us, employers or training centres deliver the training using the high-quality teaching and student materials provided. Qualifications are assessed through a 45-minute multiple-choice examination that can be either taken online or on paper.
"This is a stand-alone qualification designed for delivery as a short course. It is also well-suited for integration into wider vocational programmes of study or, for example, as part of an induction programme. Students need no former knowledge or experience, so can come from a diverse range of educational and employment backgrounds.
"Safer driving habits should also feed through into workers' personal lives, providing employers with a valuable corporate social responsibility tool to help make our roads safer in and out of work."
With regard to all types of complementary and alternative medicine, the statement says that the College expects MsRCVS to offer treatments that "are underpinned by a recognised evidence base or sound scientific principles."
The new position statement states very clearly that homeopathy falls below this benchmark: "Homeopathy exists without a recognised body of evidence for its use. Furthermore, it is not based on sound scientific principles."

RCVS President Professor Stephen May said: "It is fair to say that debates on either side of this issue have been passionate and this too has been reflected in the debates that we have had amongst Council members as to how to best articulate the College’s position on complementary and alternative medicines.
"What we have is a statement that reinforces the evidence-based and sound scientific foundations of our profession and our commitment to put animal health and welfare at the forefront of all we do.
"I am very pleased that the overwhelming majority of Council members agreed with this statement and that the College has a firm and clear position on this important topic."
Dr Neil Bryant from the AHT, who is leading the research, said: "EHV is a major welfare concern for horses and foals and causes emotional, as well as financial strains, on horse owners and breeders around the world. It can strike any horse at any time so a vaccine will be of global welfare benefit to all horses, including the thoroughbred and sports horse breeding industries, and would help control this serious and sometimes fatal disease."
As a viral infection, EHV can cause respiratory disease, abortion or fatal illness in new born foals and neurological disease in adult horses, with signs ranging from slight wobbliness through to complete paralysis. The disease can strike any horse at any time because the virus, like other herpesviruses (such as the cold sore virus in humans), becomes dormant within most horses early in their life. It then re-emerges when the animal is later stressed such as when transported or mixed with new horses. A seemingly healthy pregnant mare may suddenly, and without warning, abort her unborn foal or may show signs of respiratory disease including mild fever, coughing and discharge from the nose. A horse which appears fit and well may suddenly show abnormalities when walking and within hours may be unable to stand.
Despite the potential severity and impact of outbreaks, there is still no vaccine that is licensed to protect against the neurological form of the disease and abortions still occur in highly vaccinated horse populations. The AHT says protection afforded by existing vaccines currently in use is sub-optimal, something that was highlighted by the 2016 abortion storm in Hertfordshire in fully vaccinated animals.
Neil added: "We have become aware of a pressing need for progress towards a new and improved EHV-1 vaccine. Just last month, the AHT was again called upon to work with the racing industry and affected parties in dealing with confirmed cases of EHV-1 abortion in premises in Yorkshire and Suffolk."
To that end, the charity has now established the Equine Industries EHV Vaccine Steering Group. Chaired by Professor Joe Brownlie of the RVC, the steering group includes world-renowned experts on both human and equine herpes viruses from a number of research establishments, who have concluded that the most appropriate way forward is for the AHT to design a modified live virus (MLV) vaccine.
After securing funding from a large number of organisations, including the Alborada Trust, EBM Charitable Trust, Horserace Betting Levy Board and the Racing Foundation, Paul Mellon Estate, Thompson Family Charitable Trust, Coolmore Ireland, Newsells Park Stud, Thoroughbred Breeders’ Association and Juddmonte Farms, the AHT has begun its five-year research programme.
Neil added: "We’re at the beginning of a very exciting and potentially ground-breaking vaccine development. Through our research, we will construct different viruses with attenuating mutations and assess their suitability as MLVs. We hope our findings will enable further development by vaccine manufacturers in creating an effective vaccine to protect against the serious clinical signs induced by EHV-1."

The original survey was sent last year to more than 5,000 UK-registered veterinary surgeons and veterinary nurses who gained their qualification from a non-UK EU institution, with a response rate of around 55%.
This year the Institute for Employment Studies (IES), on behalf of the RCVS, contacted over 6,000 veterinary surgeons and almost 50 veterinary nurses – including those previously surveyed as well as EU registrants who have joined since the last survey – who trained in non-UK EU countries to seek their views on the implications of Brexit for European veterinary professionals.
Chris Tufnell, RCVS Senior Vice-President and Chair of the College’s Brexit Taskforce, said: "The aim of this survey is to gain a greater understanding of the views and expectations of our EU colleagues now that certain elements of the UK’s withdrawal process from the European Union, as well as the timing, have become clearer. The survey will also be looking for the views of colleagues on how the College has addressed the challenges of Brexit so far.
"It is particularly important that those who responded to last year’s survey do so this year because the aim is to get a sense of how their views and plans are shifting as the Brexit process moves forward."
As with last year’s survey, the views collated through the consultation will help the College understand the immediate and longer-term impact of the UK’s exit from the EU, gather evidence that could be used to make a case for special treatment of veterinary professionals with regard to future immigration policies and allow the College to provide informed advice to European veterinary professionals as they make decisions about their future careers.
Dr Tufnell added: "I would strongly encourage EU veterinary professionals to respond to this survey, even if they didn’t do so last year, as their views really do matter to us and really do have an impact on our Brexit policies and the views we put forward to the government in these critical times."
The deadline for sending responses to the IES is Wednesday 18 July 2018 and all data will be managed and analysed by IES, an independent not-for-profit research institute, on a confidential basis with no individual responses being seen by the RCVS.
The College says it intends to conduct a third survey when the terms of the UK’s withdrawal from the EU, and the impact of this on non-UK EU nationals, are better defined.
Miss Panait faced the charge that on 3 April 2018, at Cardiff Magistrates’ Court, she was convicted of causing serious injury by dangerous driving for which she was sentenced to 10 months in prison, disqualified from driving for 41 months and ordered to pay a victim surcharge of £140.
At the start of the hearing Miss Panait admitted to the charge against her which related to an accident on 15 May 2017 in which, following an attempt to overtake a number of vehicles, she lost control of her car and collided with a vehicle on the other side of the road, causing serious injuries to herself and life-changing injuries to the other driver. The Committee subsequently found this charge to be proved.
The Committee then considered whether the charge found proved made her unfit to practise veterinary surgery.
In doing so, it took into account the fact that Miss Panait was convicted of a serious crime which resulted in serious harm to another and for which she received a custodial sentence.
The Committee decided that the criminal conviction and the custodial sentence fell far below the standard expected of a veterinary surgeon and therefore rendered her unfit to practise veterinary surgery.
In considering her sanction, the Committee heard directly from Miss Panait who attended the hearing having been released from prison on licence.
Stuart Drummond, chairing the Committee and speaking on its behalf, said: "After the submissions the respondent spoke directly to the Committee. She was understandably emotional and was remorseful and apologetic. She acknowledged that she had made a mistake and apologised for bringing the profession into disrepute…. To the Committee her sense of personal responsibility or shame was palpable."
The Committee also took into account other aggravating and mitigating factors in the case.
The Committee recognised that it was a serious offence with significant consequences for both the victim and Miss Panait but accepted it was a single isolated incident, that Miss Panait has made efforts to avoid repetition of the incident by undertaking further driving instruction and recognised that she had displayed full insight and remorse. Furthermore, it also considered the many testimonials from colleagues and clients and that she had received significant support from her employers.
Mr Drummond added: "The Committee came to the conclusion that this was one of those exceptionally unfortunate and sad cases where it is appropriate and proportionate to take no further action. The respondent has insight and is deeply remorseful and has accepted full responsibility for what has happened.
"In the circumstances of this case the Committee determined that the public interest has been met by the finding that the respondent’s conviction renders her unfit to practise. The Committee was of the view that to impose any sanction now would be disproportionate."

Dawkins is a prolific writer who first came to prominence with his 1976 book The Selfish Gene, his strident manifesto for secularism. However it is The God Delusion that now finds him so frequently called upon for comment. Along with Stephen Hawkins, he is one of the few scientists that members of the public can easily identify, in part due to his willingness to engage in academic and media debates.
Dawkins was born in Nairobi in 1941 where his father worked for British colonial service. He returned to Britain after the war to grow up on the family's estate farm. He studied zoology at Balliol College, Oxford, where he was tutored by Nobel Prize-winning ethologist Nikolaas Tinbergen, graduating in 1962. He received his M.A. and D.Phil. degrees by 1966, and remained a research assistant for another year, when his research concerned models of animal decision-making.
He has since been an assistant professor of zoology at the University of California, Berkeley, and a lecturer and reader in zoology at University of Oxford. In 1995 he was appointed Simonyi Professor for the Public Understanding of Science, a position that had been endowed by Charles Simonyi with the express intention that the holder "be expected to make important contributions to the public understanding of some scientific field", and that its first holder should be Richard Dawkins.

Boehringer Ingelheim Vetmedica and the Feline Advisory Bureau (FAB) have launched Spot The Signs, a campaign designed to help owners spot the signs of painful, age-related conditions in cats, such as arthritis.
According to the company, which makes Metacam, 46% of cats are now classed as 'mature and older', and 87% of vets have treated cats aged 22 or more. Yet a survey of 3000 cat owners found that 75% would not recognise the signs of chronic pain in their cat. And despite 50% of owners believing that cats suffer pain the same way as humans, 78% of cats had never been taken to the vet for an old age check up.
99% of 77 veterinary surgeons surveyed agreed that chronic pain often goes unnoticed and that signs of pain can be confused with cats simply getting old. When shown a list of common signs of long term pain in cats, 65% of owners recognised at least one of these signs in their own cat.
Claire Bessant, leading feline author and CEO of FAB, said: "In a recent study, 65% of cats aged 12 and above showed evidence of arthritis when X-rayed. The survey also showed that a large proportion of cats do show signs that may be caused by chronic pain, including becoming withdrawn, reduced grooming and reduced activity, but these were not attributed to pain by the owners. Arthritis has only just been recognised by the veterinary profession as a major problem in cats and so it is not surprising that 80% of cat owners do not realise that their cats can develop this painful condition."
Most owners understand that arthritis can cause significant pain and discomfort, and 93% said they would feel guilty if their cat was in pain and they hadn't realised. 65% of Brits see their cat as member of the family, with 20% saying their cat is like a child to them.
The Spot the Signs campaign is being 'fronted' by Jess the Cat, Postman Pat's sidekick, with expert support from a panel of cat medicine and behaviour specialists including leading feline author Claire Bessant and VetSurgeon.org / VetNurse.co.uk blogger, Pete Wedderburn MRCVS. The campaign includes support materials for veterinary practices and a facebook page.

Fiprospot contains fipronil, with its proven efficacy against fleas in dogs and cats and against ticks in dogs. The Royal College of Veterinary Surgeons has called for comment on a new draft health protocol which aims to deal compassionately with veterinary surgeons who have health problems, such as alcohol or drug addiction or mental health issues, while continuing to protect the public interest.
According to independent legal advice sought by the College, such an approach is appropriate and necessary in order for the RCVS to fulfil its regulatory responsibilities - similar systems exist within other regulators.
RCVS President Peter Jinman said: "At present, where veterinary surgeons suffer from health problems that affect their fitness to practise, they may be referred to a formal and public Disciplinary Committee inquiry and stopped from practising. But it is recognised that this is not always in the public interest, which could be protected by a more compassionate approach, involving medical help, workplace supervision and continued practice, subject to conditions."
As a result, the draft Protocol has been developed by the RCVS Preliminary Investigation and Advisory Committees. It formalises and builds on steps taken by the Preliminary Investigation Committee in the past to help veterinary surgeons to recover from health problems affecting fitness to practise, without referral to the RCVS Disciplinary Committee. Often those veterinary surgeons are also receiving help from the Veterinary Benevolent Fund's Veterinary Surgeons' Health Support Programme.
The Protocol encourages anyone coming into contact with veterinary surgeons - including other veterinary surgeons, veterinary nurses, members of practice staff, clients and healthcare professionals - who have concerns about a veterinary surgeon's health to report those concerns to the RCVS as soon as is reasonably practicable. Veterinary surgeons and veterinary nurses who are concerned about the health of a veterinary surgeon must also take steps to ensure that animals are not put at risk and that the interests of the public, including those of their colleagues, are protected.
A similar protocol would be introduced for Registered Veterinary Nurses when the equivalent disciplinary system comes into force next year.
The draft protocol, together with recommended changes to the RCVS Guide to Professional Conduct to support the change, is available online (www.rcvs.org.uk/healthprotocol) and comments are requested by 8 October 2010. The comments will be considered by Advisory Committee and then RCVS Council.

Animalcare has been found in breach of Clause 18.2 of the NOAH Code of Practice for offering and supplying infusion pumps/equipment in exchange for veterinary practices entering into written contracts for the purchase of a range of its products, including the POM-V Benazecare.
The value of the equipment offered by Animalcare equated with a discount agreed with the veterinary practice, and was applied as medicinal products were purchased. The equipment was supplied on the signing of a contract. The terms of the contract required a particular quantity of medicinal products to be purchased, and if the veterinary practice failed to meet that requirement, there was a liability to pay a pro-rata element of the equipment purchase price.
The Code of Practice Committee was of the view that a piece of equipment was neither 'price' nor 'product' within the meaning of Clause 18.2 of the Code of Practice; and as such amounted to a gift being offered in relation to the sale; or purchase; or prescription of animal medicine. The Committee took into account that Guidance Note 4, paragraph 7, states that the word "gift" includes any pecuniary advantage being offered, with the exception of price or product itself.
To comply with Code of Practice Clause 18.2, the offer or inducement based on price had to be one of cash as rebated discount. If then there were facilities to enable the veterinary practice to use that rebated discount to purchase the equipment from the supplier, that might be acceptable, but there was a necessity for cash as rebated discount to be provided in the first instance.

National Veterinary Services has announced that from 14th January, veterinary practices will be able to place their daily orders up to 8pm, 7 days a week.
The veterinary wholesaler will also be providing a telephone ordering service on Saturday mornings from 9am until 12pm.
