Working in collaboration with researchers at University of Texas, Southwestern (UTSW) Medical Center, the team has succeeded in using gene editing techniques on dogs to restore the expression of the dystrophin protein that is absent in DMD patients’ muscles to levels that could be life changing.
DMD is the most common, fatal, genetic disease that affects children. The same disorder also occurs in many dog breeds. It is caused by mutations in the gene that encodes dystrophin, a crucial protein that helps protect muscle fibres and the heart when they contract. Patients with the disease produce effectively no dystrophin protein, so their muscles and heart become damaged during contraction, leading to inability to walk, skeletal deformities, breathing problems and heart failure. Patients with DMD have a life expectancy that does not go far beyond their twenties.
Researchers say that this preliminary research, published in Science, demonstrates an approach that could lead to an effective, in principle one-time treatment for DMD for the most common genetic mutations affecting human patients. Through a single intravenous injection, researchers have been able to modify the dystrophin gene in many muscles of the body, including the heart, with the result that some muscles now had almost the normal amounts of dystrophin protein.
The team, led by Eric Olson, Ph.D., professor and chair of the Department of Molecular Biology at UTSW Medical Center and founder and chief science advisor of Exonics Therapeutics, and Richard Piercy, Ph.D., MRCVS, Professor of Comparative Neuromuscular Disease at the RVC, identified a naturally-occurring mutation in the dystrophin gene in a dog brought to the RVC’s Small Animal Referral Hospital.
Working now with relatives of this first dog, the combined group has used a technique called ‘SingleCut CRISPR gene editing’, where the researchers target a specific region of the subject’s own DNA. Harmless viruses encoding the gene-editing protein CRISPR/Cas9 were used to express the enzyme in muscle to cut the dogs’ own DNA at a precise location in the dystrophin gene through use of a molecular guide. The body’s own processes then repair the cut, which results in removing the negative effects of the existing mutation.
The researchers have demonstrated that dogs treated in this way had restored ability to produce large amounts of the dystrophin protein in their muscles and heart, and in the dog with the highest dose, cardiac muscles were found to have restored dystrophin protein to up to 92% of normal amounts after the single treatment.
The team believes this is the first time that this form of gene editing therapy has been conducted after birth in an animal larger than a rodent. With further longer-term research, efficacy and safety testing, it is hoped that this breakthrough will have human application. This treatment may be a significant step toward developing a gene editing therapy to repair genetic mutations for DMD, as well as a range of diseases caused by genetic mutations.
Richard Piercy, Professor of Comparative Neuromuscular Disease at the RVC, said: "Researchers have been looking for an effective and durable treatment for Duchenne muscular dystrophy for many years. This SingleCut gene editing approach, pioneered by Dr. Eric Olson’s group, has the potential to be a one-time treatment that could restore dystrophin protein. It is hugely exciting that through a single intravenous injection we’ve been able successfully to modify the dogs’ own DNA so they start generating dystrophin protein again. There is more work to be done, but with this exciting breakthrough, we feel we are a significant step closer to finding an effective treatment.
"A great many genetic diseases affect humans, dogs and other species - many, like DMD - with tragic consequences and this form of gene editing treatment might well be applicable in many of them. We’re hopeful that we’re paving the way for future research into treating some of the most serious genetic conditions that affect us today."

Sue, an RCVS and European Specialist in Veterinary Dermatalogy and Senior Vice President of the European Society of Dermatology, says the failure to prioritise pain relief is having a "profound effect on the quality of life of both dogs and clients."
Sue is urging vets to think about the impact that pain has on both the dog and owner in cases of OE: "Otitis externa is painful, it’s debilitating, and the degree of discomfort is often underestimated by both the veterinary surgeon and by the client."
Sue also says vets should not underestimate the owner’s concern about pain in their dog. Owners recognise the clinical signs associated with the pain of OE and determine treatment success by their dog recovering from these distressing symptoms.
To help manage the pain associated with OE, Sue recommends a multi-modal approach: "In addition to systemic pain relief, which is really important, a potent topical steroid is really useful to reduce the inflammation inside that dog’s ear, and make it much more comfortable."
Sue also highlights OE treatments which are able to coat the ear canal and stay there long enough to treat the pathogens and provide sustained pain relief: "When you put it into the ear, Osurnia Gel coats the lining of the external ear canal which gives prolonged contact with the lining of the canal to help treat the pathogens inside that dog’s ear."
Elanco says that despite Osurnia entering the market two years ago, some vets are still saving it for difficult cases. Sue said: "Too many vets use this [Osurnia] as a second-line drug and it should be used as a first-line product on the first occasion the dog comes through the door."

Dr Crawford sent the email to his client, Mrs X, on 15 July 2014, the day on which Mrs X’s horse was due for insemination using horse semen supplied from a horse in Germany. However, the semen had arrived without the Intra Trade Certificate, a requirement for intra-EU inseminations, and so Dr Crawford proceeded to contact the Department for the Environment, Food and Rural Affairs (Defra) for alternative authorisation.
Just after 4:30pm on that day, Mrs X received a text from Dr Crawford advising her that he had received authorisation from the AHVLA, and would forward to Mrs X the AHVLA authorisation email. It later transpired that that the email had in fact been fabricated by Dr Crawford using an email that he had previously received from the AHVLA regarding another matter.
Dr Crawford faced the following charges:
Fabricating an e-mail purporting to be from the veterinary officer at the AVHLA, authorising use of semen from a horse for insemination, when in fact he had not received such authorisation.
Dishonesty in relation to the e-mail described above.
His conduct gave rise to spread of infectious disease which had the potential to affect equine animal health and welfare in the region.
Dr Crawford admitted the first two charges, but denied that his actions had given rise to the risk of disease.
The Committee found the first two charges proved, and moved on to determine the facts of the third charge. They took into account that Dr Crawford had received verbal confirmation that the semen was safe, and that the health papers had been stamped accordingly. He had not, however, seen a copy of this certificate and so there was no guarantee that the semen was safe to use at the time he sent the fabricated email. On consideration of the facts, the Committee found this charge proved, as Mrs X’s mare could have been infected and subsequently could have adversely affected equine animal health and welfare in the region.
They also found that his entire course of action had fallen far short of what is expected of a veterinary surgeon, and that it amounted to disgraceful conduct in a professional respect.
When determining sanction, the Committee took into account a number of aggravating factors, namely the risk of injury to animals, an element of pre-meditation, a disregard for the role of the AHVLA, impersonating a fellow veterinary surgeon, and intending to deceive a veterinary surgeon as well as a member of the public.
It did also, however, take into account the mitigating factors – that there was no injury to the animal, and that it was a single isolated incident from which Dr Crawford did not stand to make any financial gain.
The Committee therefore decided to order the Registrar to suspend Dr Crawford’s registration for 12 months.
Ian Green, chairing the Committee and speaking on its behalf, said: "The Committee did consider whether to remove Dr Crawford from the Register. However, in light of the significant mitigation in this case, the fact that this was an isolated incident in an otherwise unblemished career, together with his acceptance from the outset that he had been dishonest and his assurance that he would never behave in this way again, the Committee decided that in all the circumstances to remove him from the Register would be disproportionate."
Dr Crawford can lodge an appeal with the Privy Council within 28 days of being notified of the Disciplinary Committee's decision.

Dr Bremner was convicted in 2017 of harassing his ex-wife, and for perverting the course of justice by sending his daughter an e-mail, pressuring her to ask her mother to withdraw the charges against him. He pleaded guilty to both of the charges, saying he did not understand that it was a condition of his bail that he could not contact his ex-wife. He also expressed shame and remorse at his actions, explaining that his behaviour was triggered by extreme anger, grief and stress.
In relation to the charges, the Respondent was committed to prison for 12 months, suspended for 12 months, ordered to comply with a Rehabilitation Activity Requirement within 12 months, and ordered to pay £85 in costs and £115 as a surcharge to pay for victim services.
The Committee found the facts proved based on the certified copy of the certificate of conviction, as well as the Respondent’s admissions to the facts of the charges. It was satisfied that the Respondent brought the profession into disrepute by the seriousness of his convictions. In addition, the Committee regarded the Respondent as having deficient insight and a need to fully accept personal responsibility for his actions and their consequences.
The Committee was also satisfied that the nature of the communications sent by the Respondent which led to the convictions and the breach of bail conditions, coupled with deficient insight amounted to serious professional misconduct and rendered him unfit to practise veterinary surgery.
The Committee considered various mitigating factors including the fact that no actual harm occurred to any animal, there were no concerns raised about the respondent’s practice, that he has a long and unblemished career, and that he showed some insight into his offences which continues to develop.
The Committee also took into account that preventing the Respondent from practicing could mean the loss of jobs for 33 or so employees, which weighed heavily on their decision. The Committee also agreed with the RCVS’s submissions that there was a very low likelihood of repetition of the offending behaviour. Aggravating factors included the emotional harm caused to the Respondent’s ex-wife, and that the harassment was a course of conduct sustained over a period of five months.
Therefore, when taking into account the particulars of this case, the Committee decided to impose a reprimand and warning on the basis that it would be proportionate to maintain public confidence in the profession in light of the serious nature of these charges.
Chitra Karve, chairing the Committee and speaking on its behalf, said: "The Committee was of the view that the conviction for intending to interfere with the course of justice was particularly serious, in light of the need to maintain public confidence in the profession, because it involved a disregard of proper criminal process.
"However, a particular feature of this case is the risk to the jobs of 33 or so employees if the Respondent were to be prevented from practising as a result of the Committee’s imposition of a sanction. It is this mitigating factor which weighed most heavily with the committee and they therefore concluded that both a Reprimand as to this conduct and a Warning as to any future conduct is sufficient and proportionate in this case to meet the need to maintain public confidence in the profession and uphold proper standards."
Mr Bremner has 28 days in which to make an appeal about the Committee’s decision to the Privy Council.
Lottie, an 11-month-old Labrador puppy was found to have a very loud heart murmur during a routine check before being spayed.
An ultrasound revealed that she had several congenital defects. The two major ones were a malformation of her tricuspid valve and a very large defect of the common atrium.
Lottie was referred to the RVC’s cardiothoracic department where she underwent further ultrasound and a CT scan. The team at the RVC, which is led by Dan Brockman, Professor of Small Animal Surgery, had already performed several cutting-edge surgeries, including a world-first treatment to save the life of a dog born with a malformed tricuspid valve.
Repair of the tricuspid valve has only been performed a handful of times and has not been done at the same time as repair of a common atrium.
Lottie’s owners decided to proceed with the operation, which was undertaken at the end of July. Lottie's heart was stopped for the procedure and her circulation maintained with a heart lung machine run by perfusionist Nigel Cross from Great Ormond Street Hospital.
Poppy Bristow, Fellow in Cardiothoracic Surgery at the RVC, said: "Altogether 10 people were involved in her operation and many more for her care before and after surgery, including veterinary specialists, veterinary nurses and veterinary specialists-in-training from surgery, cardiology, anaesthesia and emergency and critical care, as well as Lottie’s referring cardiologist and her local veterinary practice.
"Lottie’s heart was stopped for an hour and a half, with the whole operation taking four hours. Her malformed tricuspid valve was released by cutting its abnormal attachments and artificial chords using Gore-Tex material were placed. Her single atrium was then divided into two using a large patch of Gore-Tex. Lottie has made a good recovery so far and was walking around and eating from the day after her surgery. She was discharged back to her owners after six days and has continued to thrive at home."
Professor Brockman added: "In Lottie, we had a young energetic dog with such a serious and life-limiting heart condition, that we were desperate to try and help her. The repair was complex but incorporated a combination of surgical manoeuvres that we had done before. With careful pre-operative planning and using our previous experience, we were able to design and execute the surgical treatment. It is still ‘early days’ but the initial signs suggest that Lottie is going to enjoy an excellent quality of life, following this operation and, we all hope, a normal lifespan."

John founded Burns Pet Nutrition in 1993, with the thinking that a healthy diet is key to managing many of the common health problems seen in pets. In fact, John reckons he's done more for pets with his line of pet food than he could have ever hoped to have achieved in general practice.
In 2008, John set up The Burns Pet Nutrition Foundation - a charity dedicated to improving the lives of people and pets across the UK. Today, the in-house charity is run by a team of six who specialise in everything from one-off donations to grassroots projects.
One such project, Burns by Your Side, helps schoolchildren to improve their literacy and communication skills with the aid of trained volunteers and their companion dogs. The scheme is currently active in over 40 educational settings across parts of Wales and Ireland.

RCVS Council agreed, in principle, to the sale of Belgravia House and for the College and its London-based staff to move to different premises at its November meeting.
The sale of the building and the move will be overseen by the College’s Estate Strategy Project Board headed by former RCVS President Barry Johnson and including current and former RCVS Council members and RCVS staff.
The RCVS has been based at its current premises in 62-64 Horseferry Road for 25 years, but says it now needs more up-to-date and modern facilities to accommodate a projected increase in the number of staff.
The College says it has considered a number of alternatives, including expanding the current premises by adding or expanding floors. However, due to the fact that the building is in a conservation area, it has become clear that any such expansions would be unlikely to get planning permission from Westminster Council.
Lizzie Lockett, RCVS Chief Executive, said: "For a number of years it has become apparent that it is fast approaching the time at which our current premises will no longer be fit for purpose due to an increase in the number of RCVS staff – something that is projected to continue in the future – the ongoing need to use the building for Disciplinary Hearings, which take over the lion’s share of available meeting space, and the need for better and more modern facilities.
"Even putting our need for increased space on one side, Belgravia House requires major refurbishment in key areas such as air-conditioning and lifts, which would require staff to vacate the premises for up to 18 months, which would be costly and disruptive.
"We are therefore pleased that Council has recognised the need for the College to move somewhere that better reflects our needs and, over the coming months, we will be exploring a number of different options for new premises.
"In parallel to this we have put out an invitation to tender for agents to manage the sale of the building. The plan is for the arrangement to include lease-back so that we have time to find a suitable premises and enabling us to act quickly when we do."

The modules, which have been approved by the European Scientific Counsel Companion Animal Parasites (ESCCAP) UK and Ireland, are designed to help vet nurses and clinic staff build the knowledge and confidence to discuss common parasites with pet owners and advise them about prevention, treatment and best practice.
Time spent on the WormWise Academy can be logged for personal CPD training. Participants who complete all the modules will be awarded with a certificate.

There will now be significant changes to the RCVS Council, as follows:
A gradual reduction in the number of elected members of RCVS Council from the current 24 to 13 by the year 2021.
A change of composition to include six lay members and two veterinary nurse members. Furthermore, the number of Council members appointed by each university whose veterinary degree is recognised by the RCVS will be reduced from two to one and Privy Council will no longer be required to appoint members. From 1 July 2020 university membership will undergo further changes as, from then on, veterinary schools will collectively appoint three members in total to serve on Council.
Members of Council will no longer be able to serve more than three consecutive four-year terms of office and, after serving three consecutive terms, they will not be eligible to re-stand as a candidate for two years.
Members of Council may be removed from office if they fail to satisfy any conditions about fitness to be a member, as determined by their peers on Council. If removed from office they will not be eligible to re-stand as a candidate for two years.
Introducing the LRO before the House of Lords last Tuesday, Lord Gardiner of Kimble said: "The proposed changes… reduce the size of Council and revise the balance of membership between vets and non-vets, including veterinary nurses and lay persons. They will bring the RCVS in-line with many other modern-day regulatory bodies and allow for greater efficiency, transparency and accountability to both members and the general public. For all the reasons I have outlined today, I commend the use of Legislative Reform Order to make changes that will benefit the veterinary profession."

Professor Stephen May, RCVS President, said: "We have been looking at reform of Council as an issue of some urgency since 2013, in recognition of the fact that, with the formula-driven growth of Council, it was becoming unwieldy, which has an impact on the cost of each meeting and the frequency with which it could reasonably meet.
"This reform has been long in gestation and so we are glad that this has now been approved and that we can look forward to a more modern, agile and efficient governance structure, aimed as always at benefitting the professions, animal owners and animal health and welfare."
One immediate impact of the LRO relates to the results of this year’s RCVS Council election as the Ministerial sign-off now confirms that only the first three candidates (in order of number of votes) will take up their four-year terms at RCVS Day on Friday 13 July 2018. These are Susan Paterson, Mandisa Greene and Neil Smith, all of whom are current members who were re-elected.
The RCVS Veterinary Nurses Council agreed reforms to its own governance last year, including shortening the term of office from four years to three years; introducing a consecutive three-term limit for elected members; and, reducing the size and changing the composition of VN Council to six elected veterinary nurses, two appointed veterinary nurse members, two appointed veterinary surgeon members from RCVS Council, and four appointed lay members.
The company warned last year that Equip Artervac would be out of stock from the end of November 2017 until mid-2018, but says that the re-availability of the vaccine means many vaccinated stallions and teasers should now be able to have their six-monthly booster dose within the normal designated timeframe.
Equip Artervac is indicated for the active immunisation for horses against equine arteritis virus to reduce the clinical signs and shedding of virus in nasal secretions following infection.

Daniel Calvo Carrasco, an RCVS specialist in Zoo and Wildlife Medicine and a European Specialist in Avian Medicine and Surgery, will be heading up the new service, which opens its doors to patients in January.
Daniel graduated from Universitat Autònoma de Barcelona in 2010. He began his career at first opinion practices in Birmingham and Wiltshire, where he developed his skills as a vet in small animals, while still having the chance to look after small furries from a local pet shop where he was based. He then completed an exotic animal medicine and zoological medicine internship, followed by two years of small animal and exotic practice in the UK.
In May 2016 he gained his RCVS CertAVP(ZooMed) and later that year he completed his European College Zoological Medicine Avian residency.
For the next two years, he worked at Great Western Exotics before joining the Wildfowl & Wetlands Trust in 2018, where he combined conservation work with managing and caring for its living collection.
Daniel said: “I’ve always had a passion for zoological medicine and caring for the more exotic mammals, birds, reptiles and amphibians, and I’m excited to be leading this new service at Southfields.
“I really enjoy all aspects of exotic, zoo and wildlife medicine and have a particularly keen interest in orthopaedics and advanced surgery in exotic species.
“I have treated all sorts of species in my time from parrots and lizards to wading birds such as the Spoon-billed Sandpiper, Aldabra tortoise, Hyacinth Macaw, Toucans, Seriemas and many birds of prey.”

Duncan, an 85kg miniature horse, was first admitted to the Philip Leverhulme Equine Hospital in July this year for investigation of severe hind limb lameness. A CT scan revealed that Duncan had dislocated the left hip joint and damaged it irreparably.
Equine surgical specialist Dave Stack said: "Treatment options for this problem are very limited, especially with extensive damage to the head of the femur.
"I discussed Duncan’s predicament with two small animal surgical specialists, Professor Rob Pettitt and Andy Tomlinson, who agreed that performing a total hip replacement offered Duncan the best chance for recovery."
The procedure had been attempted in small ponies before, however, all known previous attempts had failed. The surgery required careful preparation and the combined knowledge of specialists in both small animal and equine surgery, as well as colleagues from the anaesthesia and internal medicine departments.
Working together, the teams were able to replace Duncan's left hip using implants designed for use in large dogs.
Equine Surgical Resident, Matthew Cullen said: “Although always complex, hip replacements are relatively common in dogs, so the experience of the small animal surgeons was absolutely vital as Duncan presented a highly unique challenge.
"Despite that he has made an excellent recovery and was able to walk and trot almost normally at his last check up!”
Duncan was hospitalised for over three weeks and required round-the-clock supervision in the first few days after surgery. As he grew stronger, physiotherapy formed a large part of the postoperative care to help him get back on his feet.
Rob Pettitt, Professor of Small Animal Orthopaedics at the University’s Small Animal Teaching Hospital, said: "The opportunity to provide Duncan with a normal life using a procedure that we perform regularly in dogs but that has never been successful longer term in equids was a unique experience. Our role as surgeons was just a small part of the huge teamwork that has resulted in this successful outcome."
Dave Stack added: “I would like to express my gratitude to all who contributed to the success of Duncan’s recovery, not least Rob Michael of Thompson House Equine Clinic, Duncan’s vet at home, whose care of him has been invaluable. I am thrilled that Duncan will live a comfortable life and delighted that Duncan’s owners have the opportunity to continue to spoil him for many years to come."
Sophia Salmon MRCVS from Central CPD said: "All of the major corporate chains in the UK now deliver a significant proportion of their clinical and non-clinical staff training via online learning platforms. The CAMadvocate course (http://www.cameducation.co.uk), which is delivered online, consists of 10 modules with video presentations, course notes, downloads, owner-focused tools, further online learning, and social media uploads.
The course is designed to help canine professionals improve their understanding of canine arthritis, and to define their role in the identification, diagnosis, and management of the condition.
Hannah Capon MRCVS, the founder of Canine Arthritis Management said: "Dog walkers, groomers, trainers, kennel owners, etc., are all influencers! They have the ability to support a long-term veterinary-derived management plan. Or they have the ability to destabilise it!
"Owners listen to these people because they have more available time; they may appear less like a business and more like a friendly service or even a peer; or they may offer advice that seems more convincing. Whatever the reason, we should harness their powers and ensure they are disseminating reliable information whilst servicing their own needs!"
Canine Arthritis Management believes that a multidisciplinary team is required to better manage this disease, that this includes professionals outside the veterinary practice, and by harnessing their influence, the profession can educate more owners, identify this disease earlier, action appropriate management plans and give owners more years with their pets.
Hannah added: "I hope the profession will support this initiative and consider applying it to other chronic diseases that are prone to misinformation due to lucrative product sales."

The course, which starts in September 2021 at SRUC’s Craibstone campus, will focus on small animal veterinary nursing care, with some aspects of exotic, wildlife, and large animal nursing.
Students will gain clinical experience through practical activities taught on campus in the new Veterinary Nursing Skills Centre and a work-based placement with an approved training practice.
The honours year will build on the skills and competencies embedded in the first three years and will develop a deeper knowledge and understanding of a range of subjects including the psychology and physiology of pain, animal ethics, welfare, and genetics.
From April 2021, SRUC will also offer a distance learning Professional Development Award. This three-unit bridging programme, which will cover communications, veterinary terminology and animal biology, is aimed at VCA students, or those with alternative appropriate qualifications, wishing to progress on to degree level.
Professor Neil Foster, Head of the Veterinary and Animal Science Department, said: “At SRUC we pride ourselves on developing graduates who are ready for the workplace.
“These new programmes help to fulfil the British Veterinary Association’s ‘Vet-led Team model’ by providing qualified veterinary assistants and nurses to enhance the work of veterinary surgeons.”

For the study, the researchers analysed rehoming adverts placed on the websites of 16 Dogs Trust and RSPCA centres in 2015 and 2018. Data was collected on 1793 dogs across the 16 centres.
The percentage of dogs classified as 'extreme brachycephalic' using the Kennel Club definition increased from 2.76% (n=24) in 2015 to 5.19% (n=48) in 2018.The researchers speculate that owners may be passing on the financial burden of caring for and treating chronic health issues in brachycephalic dogs to the rehoming charities.
Dr Anne Carter, Senior Lecturer in Animal Science at Nottingham Trent University said: "The increasing numbers and rising popularity of brachycephalic breeds is already influencing the demographic spread in rescue centres. This pattern that is likely to continue, particularly as these dogs reach 3–4 years old, which we have found is the most common age for dogs being relinquished.
"Differing breeds require highly contrasting intensities of care, housing, and particularly veterinary care. Owners may often choose brachycephalic dogs with limited consideration for their potential health conditions. These dogs then enter rescue centres, placing additional strain on resources due to cost of treatment and additional length of stay for recovery.”
Laura Padron Vega was struck off in December 2018 after dishonestly backdating two statutory Certificates of Competence submitted to the Food Standards Agency under the Welfare of Animals at the Time of Killing Regulations 2015.
She was also found to have failed in her duties as an OV because she was unprepared for, and unaware of, the new regulations and did not take adequate steps to ensure that the two people for whom she had given veterinary certification were licensed to perform slaughter in accordance with the regulations.
At the outset of the restoration hearing, Ms Padron Vega admitted her guilt and made representations that she appreciated the seriousness of her actions and that there was no chance of her repeating them. She also produced a number of testimonials, including some from former veterinary colleagues, in addition to evidence that she had endeavoured to keep up-to-date with her continuing professional development while off the Register although this had been difficult due to her financial circumstances.
In considering her application for restoration, the Committee found that Ms Padron Vega had accepted the reasons for her removal from the Register and the seriousness of the findings. It found that she was unlikely to repeat the behaviour and that her conduct had been entirely acceptable since she was removed from the Register. It also considered her financial and personal circumstances, noting the difficulty she had in securing well-paid, full-time employment since her removal from the Register, and the impact that this had on her being able to keep up-to-date with her continuing professional development.
However, the Committee expressed concerns over her efforts to keep up-to-date with the knowledge and skills she would need to return to practice and said she demonstrated “no real appreciation of what she needed to put in place to demonstrate that she can return to work safely”.
In particular it found that the CPD she had undertaken was unstructured and insufficient and that therefore she had not done enough at the present time to demonstrate that she was fit to be restored to the Register, especially as she signalled that, if restored, she hoped to work in small animal practice, an area that she had not worked in for some time.
Cerys Jones, chairing the Committee and speaking on its behalf, said: “While the Committee did not consider that the applicant was in a position to return to practice at this point, it did consider that if the applicant applies herself to a properly structured and focused Return to Practice Plan and is able to produce evidence of how she has fulfilled the requirements of that plan, then her application could prove successful within a short time.
"The outcome of the plan for a return to practice will need to ensure the continued protection of the welfare of animals as well as the interests of clients whose animals she might be called upon to treat and, most importantly, the public interest which is founded on a belief that the veterinary certification processes are beyond question or doubt."
In order to allow Ms Padron Vega sufficient time to develop this plan, the Committee adjourned the restoration hearing for seven months (until July 2021).
Ms Jones added: “This adjournment will afford [Ms Padron Vega] an early opportunity to reflect on the concerns of the Committee… and to return with a properly supported programme for the future which will show her understanding of the problems that are likely to face her on her return to practice and her proposals to meet those inevitable difficulties.”

Due to the ongoing postal problems caused by the coronavirus pandemic, RCVS Council has approved a temporary change to the RCVS Election Scheme this year to allow nominations to be submitted electronically, rather than in hard copy. This temporary change is currently before the Privy Council for final approval.
Eleanor Ferguson, RCVS Registrar and Returning Officer for the elections, said: "For prospective RCVS and VN Councils election candidates this will mean that, rather than having to send us hard copies of your nomination documents in the post, these can simply be emailed to the College along with the relevant digital photographs and electronic signatures."
The College has also updated its information and guidance for prospective candidates, including an informal ‘job description’, to help them better understand what it means to be members of VN Council, their responsibilities, commitments and how they help the College meet its strategic goals, as well as the principles and rules governing their conduct.

Written by members of BSAVA Scientific Committee, together with specialists in internal medicine and neurology, the document explains that there are limited studies showing beneficial effects of CBD, and those that there are need to be interpreted with caution as they involved small sample sizes and used unlicensed products which may have contained other components which could have influenced the results.
The document also explains that legally, CBD products must be prescribed by a veterinary surgeons and not used instead of a medication with proven efficacy.
Caroline Kisielewicz, BSAVA Scientific Committee member and one of the authors of the document said: “Information regarding the effects of cannabinoids on animals is predominantly at the stage of pre-clinical testing of individual substances in mice, rats and guinea pigs. There are limited clinical studies looking at the effects of CBD in dogs, and no reported studies in cats.
"There are many reports describing possible beneficial effects and therapeutic potential in humans, and subsequently pet owners may ask their vet about using cannabinoids to treat veterinary patients. This document aims to provide a broad overview of the available evidence base and legal position in the UK for veterinary team members."
BSAVA President, Ian Ramsey added: "The development of this information is in direct response to an increased interest in the use of CBD to treat cats and dogs. Furthermore, the guidance supports BSAVA’s mission to promote excellence in small animal practice through community, education and science."
